Special Meeting Minutes to Exceed Levy Limit

Chairman Francis Ferguson called the meeting to order at 7:00 p.m. at the Byron Town Hall.
Present were Chair Francis Ferguson, Supervisors Lowell Boelk and David Whitty, Treasurer
Lois Towne and Clerk Kay Oestreich, along with 8 citizens of the town.
The purpose of the meeting is to review the 2010 budget and approve an increase of the levy
limit. Chair Francis Ferguson read each of the budget items and explained what is included in
each item. Discussion was held, some of the major points were:
· Doing a drive by reassessment rather than a walk thru to cut costs.
· Having a contingency fund to avoid the full cost of a reassessment in one year.
· The advantage and cost of doing a mile of road each year to keep up with the 42 miles
of road the town is responsible for.
· Having a contingency highway fund and how long to keep trucks before replacing
them. The highway fund has a current balance of $74,000.
· Possible elimination of the donations to the libraries and cemeteries.
· The increase of the levy limit by the town electors in 2008, that somehow was not
reflected in last years taxes that were collected.
· It was pointed out that there is some revenue generated from building permits, it is not
a wash.
Question was asked on where the board felt that the budget could be cut. Francis said he
personally felt that the road budget might be lowered.
It was suggested that the budget reflect the following:
· a drive by reassessment
· reduce the highway budget by $50,000
· increase the assessment amount to $50,000 to cover the reassessment and avoid a
loan
· lower the equipment fund to $5,000 from $10,000
Tom Kelroy moved to increase the town tax levy for 2009 (collected in 2010) by 39
percentage over the past year’s levy, which is an increase of 84,621 over the 2008 town tax
levy for a total town tax levy of 303,377 for 2009. The motion was seconded by Ron Engel.
The number of town electors voting aye 13, nay 0, motioned carried.
Ron Engel moved the town adopt the highway budget for the year 2010 at 250,000. Motion
seconded by Tom Kelroy. Motion carried with a vote of 13 ayes.
It was moved by Lowell Boelk, seconded by Ron Engel, that the meeting be adjourned at
8:55 p.m. Motion carried.
