Board Meeting Minutes
January 12, 2009

Chairman Francis Ferguson called the January meeting to order at 7:00 p.m. at the Byron Town Hall. Present were Chair Francis Ferguson, Supervisors Lowell Boelk and David Whitty, Treasurer Lois Towne and Clerk Kay Oestreich. The Pledge of Allegiance was recited.

Chair Francis Ferguson read the agenda. A motion was made by David Whitty to approve the agenda as presented. Lowell Boelk seconded the motion. Motion carried.

A motion was made by David Whitty to approve the December 8th minutes as circulated, Lowell Boelk seconded the motion. Motion carried with a vote of 3 ayes.

A motion was made by Lowell Boelk to approve the bills as presented by the clerk with the addition of a bill for Halie Hackbarth, David Whitty seconded the motion. Motion carried with a vote of 3 ayes.

Permits Issued: Lois Towne reported that no building permits were issued in the past month.

Memorial Committee Report: David Whitty reported that tickets are available for the Corn Beef & Cabbage Dinner to be held on March 17th at the American Legion in Lomira. This event is a fund raiser for the Veteran’s Memorial.

Historical Committee Report: Tim Hackbarth reported that the next meeting of the Historical Committee is Monday the 18th; Calendars are still available for purchase.

Decisions of Plan Committee - Board of Appeals: None

Public Comments: Gary Sharp is running for the position of Circuit Court Judge for Branch IV. He introduced himself and told the group about his background and abilities that would make him a good Judge.

At the November 17th Special Meeting regarding levy limits a discussion took place on the savings that could be realized if the town went with a mathematical adjustment reassessment rather than a walk thru. It was questioned why the board later decided that they would approve a walk thru. Francis explained that the board felt that the additional expense would be worth the investment to be sure everyone is assessed fairly since it hadn’t been done in 12 years. The reassessment will be done in 2010 with the payment being made over the next two years.

Old Business:

a) Revaluation of Property: The reassessment is scheduled to begin in March. The town is looking at doing a newsletter in February to inform the citizens of the town. Francis Ferguson explained that persons who do not allow the assessor to view their home will have no recourse at the Board of Review when it is held. Francis feels that Mr. Borree is a very fair individual and easy to work with.

b) Weight Limits on Town Roads: Tabled until we get more information.

c) Lost Arrow Road TRIP Reimbursement: Francis Is to complete the necessary paperwork to finalize the application.

New Business:

a) Review of Budget Balances: Current balance is $103,849.15.

b) Applications for Plan Commission – Board of Appeals – Survey Maps – Hearing for Barber, January 27, 2010:

c) Update on Ordinance Review Committee: Currently in the hands of the attorney, a meeting will be called when he is ready. The Comprehensive Plan will be reviewed after the 2010 Census has been completed.

d) Issue Notice of Zoning Ordinance Violation, at W5312 Wildlife Lane: An Individual is in violation of the town’s Zoning Ordinance and has received a letter from Attorney St Peter. The individual called Francis today and promised that he will have the cars and trailer gone by next Monday. This individual had started a building project without obtaining a building permit. The town ordinance requires the cost of a permit be doubled when obtained after the fact.

e) Towns Association District Meeting, February 5th: The board will be attending the district meeting held at Ripon on the Board of Review. Someone on the board needs to go thru training to be certified to hold a Board of Review.

f) Resolution in Opposition to DOR Proposal for County Assessment: The Wisconsin Department of Revenue proposes that real and personal property be moved from the town level to the county level. Francis Ferguson read the resolution in opposition to the group. David Whitty moved, seconded by Lowell Boelk that we adopt the resolution as read. Motion carried with a vote of three ayes.

g) Spring 2010 Newsletter: Francis asked Brenda Hackbarth if she would be available to do a newsletter in February. Some of the items that need to be published are the reassessment, the 2010 Census, Wisconsin’s New E-waste Law, February 16th Election, and the Geological Mapping.

h) Update on UW Geological Mapping for the Town: The study should be ready in the next couple of weeks. A presentation is to be made at the February board meeting. Discussion was held on having a public meeting to explain the finished mapping project. Francis will follow up.

i) Meeting Notice Board for Outside Anderson Garage Location: Francis Ferguson moved, seconded by Lowell Boelk to purchase two outside posting boards to be mounted at Andersons Garage and another place to be determined. Motion carried. David Whitty will make the arrangements.

j) Future Agenda Items: Francis Ferguson reported that he had been contacted by someone who wanted to discuss the Byron Campground property who hadn’t shown up. The clerk had been contacted for an operator’s license that will need to be on the February agenda.

Correspondence – The clerk reported that she had been contacted by the 2010 census. Everyone will receive a short form to complete, a sample form and other information is on the table in the town hall. Lowell Boelk encouraged everyone to complete the forms as it aids the town. In 2000 the town had a “mail response” rate of 78% which is a good response.

Next Meeting – February 9th

It was moved by Lowell, Boelk seconded by David Whitty, that the meeting be adjourned at 8:20 p.m. Motion carried.
